PUBLICATION ETHICS
This Regulation regulates the norms of conduct in order to prevent and resolve conflicts in the field of publication ethics, in particular, the following issues:
- plagiarism
- re-publication
- incorrect attribution
- forced citation
- falsification of data
- disclosure of confidential data
- conflict of interest.
Basic principles
For authors:
- All articles submitted for publication must meet the following criteria:
- The article should contain only the results of the work of the author's team, plagiarism is not allowed.
- At the time of submission, the article should not be published or under consideration in another publication.
- The article should indicate as authors all those and only those researchers who have made a significant intellectual contribution to obtaining the results. It is assumed that at the time of sending the article, all the authors agree with the publication in one particular publication and do not object to the order in which the authors are indicated in the article.
- The article should contain in the citation list only those peer-reviewed sources that were actually used during the research.
- The data on the basis of which the author's team conducted the research should be obtained from authoritative official sources. Readers should be able to get and check the source data.
For Reviewers and Editors:
Reviewers and editors should strictly follow the following principles in their activities:
- Each manuscript is treated as a confidential document. Any distribution and publication of the materials received by the reviewer is not allowed, including for the purposes of open review, as well as for personal use.
- The object of the review is the result of the research, not the author. The expert opinion should be impartial. Personal criticism of the author, as well as argumentation in expert opinions with reference to gender, nationality, religion and other personal qualities of the author are not allowed.
- The reviewer can only perform a voluntary evaluation of those manuscripts that correspond to his field of scientific and professional interests. It is not allowed to force an expert to review, regardless of whether the article corresponds to the sphere of his interests or not. If it is impossible to conduct the examination at the proper level or within a reasonable time for any reason, the reviewer is obliged to inform the editor-in-chief about this as soon as this decision is made by the expert.
- The purpose of the review is to express the expert's own opinion on the reliability, novelty and significance of the results obtained. It is prohibited to hold an expert accountable to disciplinary, administrative or criminal responsibility for the judgment expressed by him.
Conflict resolution
The fact of violation of the norms of publication ethics can be established only with the participation of all parties to the conflict that arose as a result of such violation. Until such a fact is established, any case should be described as a suspicion of a violation.
